十三屆全國(guó)人大五次會(huì)議于2022年3月7日下午3時(shí)在人民大會(huì)堂新聞發(fā)布廳舉行記者會(huì)，邀請(qǐng)國(guó)務(wù)委員兼外交部長(zhǎng)王毅就“中國(guó)外交政策和對(duì)外關(guān)系”相關(guān)問(wèn)題回答中外記者提問(wèn)。
Chinese State Councilor and Foreign Minister Wang Yi held a virtual press conference on the sidelines of the fifth session of the 13th National People's Congress in Beijing, where he's answering questions related to foreign policy matters from foreign and Chinese journalists.
談北京冬奧會(huì)
王毅：在中國(guó)和國(guó)際社會(huì)的共同努力下，北京冬奧會(huì)取得圓滿成功，為世界貢獻(xiàn)了一屆簡(jiǎn)約、安全、精彩的奧運(yùn)盛會(huì)，讓世界看到了一個(gè)更加自信、自強(qiáng)、開放、包容的中國(guó)。近70個(gè)國(guó)家和國(guó)際組織的約170位官方代表出席開幕式，以實(shí)際行動(dòng)體現(xiàn)了對(duì)中國(guó)的支持。在此，我要向所有參與和支持北京冬奧會(huì)的各國(guó)朋友們表示衷心感謝。
北京冬奧會(huì)的成功，不僅是中國(guó)的成功，也是世界的成功；不僅是體育的勝利，更是團(tuán)結(jié)的勝利。此次冬奧會(huì)，恰逢奧密克戎毒株肆虐、地區(qū)熱點(diǎn)問(wèn)題升溫，同時(shí)還受到少數(shù)國(guó)家的政治干擾和破壞。但讓我們感到鼓舞的是，大多數(shù)國(guó)家和人民都選擇團(tuán)結(jié)在奧林匹克精神之下，為深受疫情困擾的人們注入了希望，為動(dòng)蕩不安的世界帶來(lái)了信心。
現(xiàn)在，各國(guó)運(yùn)動(dòng)員正在冬殘奧會(huì)賽場(chǎng)上努力拼搏。我相信，冬奧期間匯聚起的團(tuán)結(jié)與合作之光必將穿透陰霾和風(fēng)雨，照亮人類攜手前行的未來(lái)之路。
Wang Yi:?With?the joint efforts of China and the international community, the Beijing Olympic Winter Games has achieved?a full success. We have presented to the world a streamlined, safe and splendid Games, and a more confident, self-reliant, open and inclusive China.
Around 170 official representatives?from close to 70 countries and international organizations were?at the Opening Ceremony, supporting China with concrete actions.
Here, I would like to express my sincere appreciation to friends from all countries that have participated?in and supported?Beijing 2022.
Beijing 2022 is not only?a success for China, but also?a success for the world.?It represents not just?the triumph of sport but, more importantly,?the triumph of solidarity.
The Games was held amid the spread of Omicron and rising tensions over regional hot-spots. It also faced?politically-motivated attempts of?disruption?and sabotage by a handful of countries.
Under such circumstances, it was inspiring to see that the overwhelming majority of countries and people chose to unite under the Olympic spirit, bringing hope to people beset by the pandemic?and confidence to?a world overshadowed by instability.
As we speak, athletes from around the world are giving their best performance on the winter Paralympic field of play.
I am confident?that the light of unity and cooperation created?by the Olympic and Paralympic Games will shine through mist and rain, and illuminate the path for humanity to?jointly forge ahead into the future.
談俄烏局勢(shì)
王毅：中方認(rèn)為，要化解當(dāng)前的危機(jī)，必須堅(jiān)持《聯(lián)合國(guó)憲章》的宗旨和原則，尊重和保障各國(guó)的主權(quán)和領(lǐng)土完整；必須堅(jiān)持安全不可分割的原則，照顧當(dāng)事方的合理安全關(guān)切；必須堅(jiān)持通過(guò)對(duì)話談判，以和平方式解決爭(zhēng)端；必須著眼地區(qū)長(zhǎng)治久安，構(gòu)建均衡、有效、可持續(xù)的歐洲安全機(jī)制。
Wang called for calmness and rationality in resolving the Ukraine crisis, stressing that disputes must be settled through dialogue, negotiation and peaceful means.
China will play a constructive role in promoting peace talks between Russia and Ukraine, he added.
"China is prepared to continue playing a constructive role to facilitate dialogue for peace and work alongside the international community when needed to carry out necessary mediation," the foreign minister said.
The Red Cross Society of China will provide emergency humanitarian assistance in the form of supplies for Ukraine as soon as possible, Wang told reporters.
談中俄關(guān)系
王毅：我愿強(qiáng)調(diào)指出，中俄關(guān)系具有獨(dú)立自主價(jià)值，建立在不結(jié)盟、不對(duì)抗、不針對(duì)第三方基礎(chǔ)之上，更不受第三方的干擾和挑撥，這既是對(duì)歷史經(jīng)驗(yàn)的總結(jié)，也是對(duì)國(guó)際關(guān)系的創(chuàng)新。
The China-Russia relationship is based on non-alliance, non-confrontation and non-targeting of any third party, Wang said.
It is free from interference or discord sown by third parties, he added.
China and Russia will maintain strategic focus and keep deepening the China-Russia comprehensive strategic partnership of coordination for a new era, Wang stressed.
談臺(tái)灣問(wèn)題
王毅：臺(tái)灣問(wèn)題與烏克蘭問(wèn)題有著本質(zhì)區(qū)別，沒(méi)有任何可比性。最根本的不同在于，臺(tái)灣是中國(guó)領(lǐng)土不可分割的一部分，臺(tái)灣問(wèn)題完全是中國(guó)的內(nèi)政; 烏克蘭問(wèn)題則是俄烏兩個(gè)國(guó)家之間的爭(zhēng)端。臺(tái)灣的前途希望在于兩岸關(guān)系和平發(fā)展，在于實(shí)現(xiàn)國(guó)家的統(tǒng)一，而不是依靠什么外部的“空頭支票”?！皰堆笾\獨(dú)”沒(méi)有出路，“以臺(tái)制華”注定失敗，臺(tái)灣終會(huì)回到祖國(guó)的懷抱。
The Taiwan question differs in nature from the Ukraine issue as Taiwan has always been a part of China, Wang said.
"Some people, while being vocal about the principle of sovereignty on the Ukraine issue, have kept undermining China's sovereignty and territorial integrity on the Taiwan question," he added.
"This is a blatant double standard."
談中美關(guān)系
王毅：我們注意到美方領(lǐng)導(dǎo)人和一些高官相繼表示，美方不尋求新冷戰(zhàn)，不尋求改變中國(guó)體制，不尋求強(qiáng)化同盟關(guān)系反對(duì)中國(guó)，不支持“臺(tái)獨(dú)”，無(wú)意同中國(guó)發(fā)生沖突對(duì)抗。但令人遺憾的是，這“四不一無(wú)意”的表態(tài)，始終飄浮在空中遲遲沒(méi)有落地。擺在我們面前的事實(shí)是，美方仍然不遺余力地對(duì)中國(guó)開展零和博弈式的激烈競(jìng)爭(zhēng)，不斷在涉及中方核心利益的問(wèn)題上攻擊挑事，接連在國(guó)際上拼湊打壓中國(guó)的小圈子，不僅損害兩國(guó)關(guān)系大局，也沖擊和損害國(guó)際和平穩(wěn)定，這不是一個(gè)負(fù)責(zé)任大國(guó)應(yīng)有的樣子，也不是一個(gè)講信用國(guó)家所做的事情。
During the press conference, Wang called for China-U.S. relations to be brought back on right track.
Major-country competition is not the right choice and the U.S. needs to put its verbal assurances into practice, he said.
"In a globalized and interdependent world, how China and the U.S. can find the right way forward and manage to get along is both a new question for humanity and a formulation that must be worked out by China and the U.S. together," the foreign minister added.
談中日關(guān)系
王毅：當(dāng)前中日關(guān)系依然面臨一些分歧和挑戰(zhàn)，特別是日本國(guó)內(nèi)總有一些人不愿看到中國(guó)快速發(fā)展，不希望看到中日關(guān)系穩(wěn)定。在此，我愿向日方提出三點(diǎn)忠告：
第一，要不忘初心，把握好兩國(guó)關(guān)系的正確方向。
第二，要重信守諾，維護(hù)好兩國(guó)關(guān)系的政治基礎(chǔ)。歷史、臺(tái)灣等重大敏感問(wèn)題事關(guān)中日的互信根基。根基不牢，地動(dòng)山搖。希望日方在這些問(wèn)題上恪守迄今所作的一系列鄭重承諾，避免再給兩國(guó)關(guān)系帶來(lái)嚴(yán)重沖擊。
第三，要順勢(shì)而為，共同開創(chuàng)兩國(guó)關(guān)系的廣闊前景。世界多極化、國(guó)際關(guān)系民主化取代單邊主義、霸權(quán)主義是歷史的必然，冷戰(zhàn)結(jié)盟、地緣對(duì)抗那一套早已不得人心。日方應(yīng)順勢(shì)而為，而非逆流而動(dòng)，不要為他人做火中取栗的事情，也不要走上以鄰為壑的歧途。
Wang Yi has urged Japan to keep its commitment and safeguard the political foundation of bilateral ties.
"We hope that Japan will go along the trend instead of against it, decline to pull chestnuts out of the fire for others, and avoid pitting itself against its neighbors," Wang said.
