大家上午好！很高興與各位新老朋友相聚長沙，共同出席第四屆中非經(jīng)貿(mào)博覽會開幕式。首先，我謹(jǐn)代表中國政府，對本屆博覽會的舉辦表示熱烈祝賀，對各位遠(yuǎn)道而來的嘉賓表示誠摯歡迎，對長期以來積極支持中非友好的各界朋友表示衷心感謝！
Good morning. It is my great pleasure to join so many friends, both old and new, in Changsha for the opening ceremony of the Fourth China-Africa Economic and Trade Expo. At the outset, on behalf of the Chinese government, I would like to offer warm congratulations on the opening of the Expo, extend heartfelt welcome to the distinguished guests coming from afar, and express sincere appreciation to all the friends from all walks of life who have long been actively supporting the China-Africa friendship.
設(shè)立中非經(jīng)貿(mào)博覽會，是習(xí)近平主席親自宣布的重要對非合作舉措。在中非各界大力支持下，博覽會已成功舉辦三屆，成為中非經(jīng)貿(mào)合作的新機(jī)制、中非合作論壇經(jīng)貿(mào)舉措落實(shí)的新平臺、地方對非經(jīng)貿(mào)合作的新窗口。通過博覽會，非洲的芝麻、咖啡、牛油果、菠蘿等一大批物美價廉的商品走入中國家庭，中國的設(shè)備、技術(shù)、資金、人才進(jìn)入非洲熱土，為深化中非合作發(fā)揮了重要作用。
The inception of the China-Africa Economic and Trade Expo is an important initiative President Xi Jinping personally announced for cooperation with Africa. Thanks to the strong support of various communities from both sides, three successful Expos have been held. The Expo has become a new mechanism of China-Africa economic and trade cooperation, a new platform under the framework of the Forum on China-Africa Cooperation, and a new window for China’s subnational economic and trade cooperation with Africa. Through the Expo, a large number of quality yet inexpensive African products, such as sesame, coffee, avocado and pineapple, have found their way into Chinese households and China’s equipment, technology, capital and talent have reached Africa, land of great potential. They are playing an important role in deepening China-Africa cooperation.
本屆博覽會吸引了近4700家中非企業(yè)、3萬余名中外朋友參加，初步達(dá)成的合作項(xiàng)目總金額超110億美元。我相信，本屆博覽會必將為雙方創(chuàng)造更多合作機(jī)遇，形成更多合作成果，為中非共筑新時代全天候命運(yùn)共同體提供更堅(jiān)實(shí)助力。
This year’s Expo has attracted nearly 4,700 Chinese and African enterprises and more than 30,000 friends from China and other countries. Preliminary cooperation agreements exceeded US$11 billion. I have no doubt that the Expo will bring about even more cooperation opportunities and outcomes for both sides, and provide stronger boost to China and Africa’s joint effort to build an all-weather community with a shared future for the new era.

本屆博覽會的主題是“中非共行動 逐夢現(xiàn)代化”。實(shí)現(xiàn)現(xiàn)代化是中非28億多人民孜孜追求的共同夢想，也是新時代全天候中非命運(yùn)共同體的重要主題。無論國際風(fēng)云如何變幻，中國都將與非方堅(jiān)定站在一起，為非洲現(xiàn)代化提供有力支持，做非洲現(xiàn)代化征程上攜手發(fā)展的真朋友、肝膽相照的好兄弟。
The theme of this Expo is “China and Africa: Together Toward Modernization.” Modernization is the shared aspiration that the 2.8 billion-plus people in China and Africa are striving for. It is also an important theme of the all-weather China-Africa community with a shared future for the new era. No matter how the international landscape may change, China will always stand firmly with Africa, provide strong support for Africa’s modernization, and in this process, be Africa’s true friend in the pursuit of development as well as reliable brother sharing weal and woe.
我們將與非洲進(jìn)一步開展治國理政交流，向非洲朋友毫無保留地分享中國改革開放發(fā)展經(jīng)驗(yàn)，共同探討加快實(shí)現(xiàn)現(xiàn)代化的路徑，堅(jiān)定支持非洲各國探索符合本國國情的現(xiàn)代化道路。
We will further enhance exchanges on governance with Africa. We will unreservedly share with African friends China’s experience on development through reform and opening up, jointly explore the way to accelerate modernization, and firmly support African countries in pursuing modernization path in the context of their national conditions.
我們將同非洲進(jìn)一步推動發(fā)展戰(zhàn)略對接，挖掘經(jīng)濟(jì)互補(bǔ)潛力，完善對非合作模式，推進(jìn)高質(zhì)量共建“一帶一路”，加快落實(shí)“十大伙伴行動”，特別是在綠色產(chǎn)業(yè)、電子商務(wù)、科技創(chuàng)新等重點(diǎn)領(lǐng)域加強(qiáng)合作，推動中非合作向更高水平、更深層次、更寬領(lǐng)域發(fā)展。
We will further synergize development strategies with Africa. We will tap potentials in economic complementarity, improve cooperation model, promote high-quality Belt and Road cooperation, speed up the implementation of the ten partnership actions, and prioritize cooperation in such key areas as green industry, e-commerce and technological innovation, so as to bring China-Africa cooperation to higher levels, greater depth and wider areas.
我們將向非洲進(jìn)一步擴(kuò)大開放力度，與非洲國家商簽共同發(fā)展經(jīng)濟(jì)伙伴關(guān)系協(xié)定，實(shí)施好對非洲各國100%稅目產(chǎn)品零關(guān)稅，并為非洲最不發(fā)達(dá)國家進(jìn)一步提供政策便利，提升雙方貿(mào)易投資自由化便利化水平，鼓勵更多非洲產(chǎn)品進(jìn)入中國市場。
We will further open up toward Africa. China will sign agreements on economic partnership for shared development with African countries, deliver on the zero-tariff treatment for 100 percent tariff lines, provide more policy facilitation for the least developed countries in Africa, promote trade and investment liberalization and facilitation between the two sides, and encourage more African products to enter the Chinese market.
我們將同非洲進(jìn)一步深化務(wù)實(shí)合作，擴(kuò)大貿(mào)易規(guī)模，優(yōu)化貿(mào)易結(jié)構(gòu)，推動投資貿(mào)易聯(lián)動發(fā)展，深化產(chǎn)業(yè)鏈供應(yīng)鏈合作，助力非洲推進(jìn)工業(yè)化進(jìn)程和加快數(shù)字化轉(zhuǎn)型。統(tǒng)籌推動標(biāo)志性工程和“小而美”民生項(xiàng)目，不斷激發(fā)地方省市、企業(yè)、行業(yè)組織等合作活力，打造更多合作新亮點(diǎn)。
We will further deepen practical cooperation with Africa. We will scale up trade, improve trade structure, promote the interconnected development of investment and trade, deepen cooperation in industrial and supply chains, and help Africa advance industrialization and accelerate digital transformation. We will promote both signature projects and “small and beautiful” livelihood programs in a coordinated way, energize cooperation at the subnational level and between enterprises and industry organizations, and create more new highlights of cooperation.

非洲有句諺語，“同路人才是真朋友”。中非經(jīng)貿(mào)博覽會擔(dān)負(fù)著推動中非合作的重要使命，也承載著中非工商界人士的殷殷期待。希望與會各方共同挖掘新商機(jī)、培育新動能，推動中非經(jīng)貿(mào)合作邁向更高水平，為共筑新時代全天候中非命運(yùn)共同體作出新的貢獻(xiàn)！
As an African proverb goes, a friend is someone you share the path with. The China-Africa Economic and Trade Expo carries the important mission of driving China-Africa cooperation and the expectation of our business communities. I hope all the participants will work together to explore new business opportunities, cultivate new driving forces, further elevate China-Africa economic and trade cooperation, and make new contributions to our joint efforts for an all-weather China-Africa community with a shared future for the new era.
