大家好！很高興同各位新老朋友齊聚一堂，共同慶?！胺侵奕铡?。首先，我謹(jǐn)代表中國(guó)政府，向各位非洲駐華使節(jié)，并通過(guò)你們，向兄弟的非洲國(guó)家和人民致以節(jié)日的祝賀！同時(shí)對(duì)各位使節(jié)長(zhǎng)期以來(lái)為深化中非友誼、推進(jìn)中非合作作出的積極貢獻(xiàn)表示衷心感謝！
Greetings to you all. It is a great pleasure to gather here today with both old and new friends to celebrate Africa Day. On behalf of the Chinese government, I extend warm congratulations to you, and through you, to the brotherly African countries and peoples. I also wish to thank all of you for the important part you have played in deepening China-Africa friendship and advancing China-Africa cooperation.
今年我們紀(jì)念“非洲日”的主題是“中非團(tuán)結(jié)創(chuàng)未來(lái)”，我愿圍繞“友好”、“合作”、“團(tuán)結(jié)”三個(gè)關(guān)鍵詞同大家分享一些看法。
This year, the theme of our commemoration of Africa Day is “China-Africa Solidarity for a Shared Future”. I wish to take this occasion to share with you some thoughts on three keywords: friendship, cooperation, and solidarity.
首先，我們要珍惜中非傳統(tǒng)友誼，堅(jiān)定團(tuán)結(jié)合作的信心
First, we must cherish the traditional China-Africa friendship and strengthen our confidence in solidarity and cooperation.
中國(guó)同非洲是并肩戰(zhàn)斗、命運(yùn)與共的好兄弟，我們擁有共同的經(jīng)歷和夢(mèng)想，面臨相同的機(jī)遇與挑戰(zhàn)。長(zhǎng)期以來(lái)，中非人民在追求獨(dú)立解放、捍衛(wèi)國(guó)家主權(quán)的斗爭(zhēng)中相互支持，在探索發(fā)展道路、實(shí)現(xiàn)民族振興的道路上相互幫助。從中國(guó)援建坦贊鐵路到中非共建非洲最大水電站，從非洲兄弟把中國(guó)“抬進(jìn)”聯(lián)合國(guó)到中國(guó)率先支持非盟加入二十國(guó)集團(tuán)，從新中國(guó)誕生不久就派出援非醫(yī)療隊(duì)到中非團(tuán)結(jié)抗擊新冠疫情，中國(guó)與非洲結(jié)下了同呼吸、共命運(yùn)、心連心的深厚情誼，書寫了一段段傳唱至今的歷史佳話。
China and Africa are good brothers who fight side by side and share a common future. We share common experiences and dreams, and face the same opportunities and challenges. Over the years, the Chinese and African peoples have supported each other in the struggle for independence and liberation and in the endeavor to defend national sovereignty, and have helped each other in exploring development paths and achieving national rejuvenation. From China’s assistance in building the Tanzania-Zambia Railway to the joint construction of Africa’s largest hydropower station, from our African brothers “carrying” China into the United Nations to China taking the lead in supporting the African Union’s joining in the G20, and from dispatching medical teams to Africa shortly after the founding of the People’s Republic of China to the China-Africa united fight against COVID-19, China and Africa have forged a deep friendship marked by shared future and close bonds, and written many cherished stories of friendship that continue to be told.
進(jìn)入新時(shí)代以來(lái)，習(xí)近平主席先后5次訪問(wèn)非洲，提出真實(shí)親誠(chéng)對(duì)非政策理念、正確義利觀和中非友好合作精神，將中國(guó)同所有非洲建交國(guó)的雙邊關(guān)系都提升到戰(zhàn)略關(guān)系層面，將中非關(guān)系整體定位提升至新時(shí)代全天候中非命運(yùn)共同體，引領(lǐng)中非關(guān)系進(jìn)入了歷史最好時(shí)期。
Entering the new era, President Xi Jinping visited Africa five times, put forward the principles of China’s Africa policy – sincerity, real results, amity and good faith, and pursuing the greater good and shared interests, as well as the spirit of China-Africa friendship and cooperation, elevated China’s relations with all African countries having diplomatic ties with China to the level of strategic relations and upgraded the overall characterization of China-Africa relations to an all-weather community with a shared future for the new era, leading China-Africa relations to their best in history.
回望過(guò)去，中非友好之所以能薪火相傳、歷久彌堅(jiān)，關(guān)鍵在于我們堅(jiān)持平等相待，堅(jiān)持合作共贏，堅(jiān)持公道正義。中國(guó)對(duì)非洲朋友始終以誠(chéng)相待，真心實(shí)意為非洲發(fā)展提供支持，支持你們探索符合本國(guó)國(guó)情的發(fā)展道路，從不干涉非洲內(nèi)政，從不把自己的意志強(qiáng)加于人，從不在對(duì)非援助中附加任何政治條件，從不在對(duì)非投融資中謀求政治私利。面向未來(lái)，無(wú)論國(guó)際形勢(shì)如何變幻，無(wú)論中國(guó)發(fā)展到什么程度，中方都將堅(jiān)定不移地把加強(qiáng)同非洲國(guó)家團(tuán)結(jié)合作作為中國(guó)外交的優(yōu)先方向，在涉及對(duì)方核心利益和重大關(guān)切的問(wèn)題上相互支持，為非洲人民做更多好事，辦更多實(shí)事，當(dāng)非洲國(guó)家最真誠(chéng)的朋友，做非洲國(guó)家最可靠的伙伴。
Looking back, the key to the enduring strength and continued vitality of China-Africa friendship lies in our commitment to treating each other as equals, pursuing win-win cooperation, and upholding fairness and justice. China has always treated its African friends with sincerity, genuinely providing support for Africa’s development, and supporting your exploration of development paths suited to your national conditions. China never interferes in Africa’s internal affairs, never imposes its own will on others, never attaches any political conditions to its assistance to Africa, and never seeks political gains in its investment and financing in Africa. Looking ahead, no matter how the international situation evolves or how much China develops, China will unswervingly prioritize strengthening solidarity and cooperation with African countries in its diplomacy, support each other on issues related to core interests and major concerns, strive to deliver more tangible benefits to the African people, and remain the most sincere friend and the most reliable partner of African countries.
第二，我們要深化務(wù)實(shí)合作，匯聚共同發(fā)展的共識(shí)
Second, we should deepen practical cooperation and build a consensus for common development.
今年是中非合作論壇成立25周年，中非關(guān)系實(shí)現(xiàn)了跨越式發(fā)展。特別是進(jìn)入新時(shí)代以來(lái)，雙方將高質(zhì)量共建“一帶一路”、全球發(fā)展倡議同非盟《2063年議程》以及非洲各國(guó)發(fā)展戰(zhàn)略有機(jī)對(duì)接，在論壇框架下先后實(shí)施“十大合作計(jì)劃”“八大行動(dòng)”“九項(xiàng)工程”，推動(dòng)中非合作不斷朝向更高水平、更深層次、更寬領(lǐng)域發(fā)展。25年里，雙方貿(mào)易額增長(zhǎng)了27倍，中國(guó)對(duì)非投資存量增長(zhǎng)了80多倍，中方幫助非洲新建和升級(jí)了近10萬(wàn)公里公路、超過(guò)1萬(wàn)公里鐵路。僅過(guò)去3年，中國(guó)企業(yè)就為非洲又提供了超過(guò)110萬(wàn)個(gè)就業(yè)崗位。
This year marks the 25th anniversary of the launch of the Forum on China-Africa Cooperation (FOCAC). China-Africa relations have achieved leapfrog development. Particularly since the new era began, we have sought greater synergy between the high-quality Belt and Road cooperation and the Global Development Initiative as well as the Agenda 2063 of the African Union and African countries’ respective development strategies. Under the framework of the FOCAC, we have successively implemented the ten cooperation plans, the eight major initiatives, and the nine programs, driving China-Africa cooperation to greater heights, deeper levels, and wider fields. Over the past 25 years, bilateral trade has increased 27-fold, China’s investment stock in Africa has grown more than 80 times, and we have helped build and upgrade nearly 100,000 kilometers of roads and over 10,000 kilometers of railways in Africa. In the past three years alone, Chinese enterprises have created over 1.1 million jobs in Africa.
去年9月，習(xí)近平主席在中非合作論壇北京峰會(huì)提出中非攜手推進(jìn)現(xiàn)代化的六大主張和“十大伙伴行動(dòng)”，為中非合作高質(zhì)量發(fā)展繪就了新藍(lán)圖，注入了新動(dòng)力。僅過(guò)去半年多來(lái)，在雙方共同努力下，峰會(huì)成果落實(shí)工作就已取得扎實(shí)進(jìn)展。事實(shí)證明，中非合作潛力巨大，未來(lái)可期。
In September last year, President Xi Jinping put forward that China and Africa should jointly advance modernization characterized by six features and the ten partnership actions at the Beijing Summit of the FOCAC, outlining a new blueprint for and injecting fresh impetus into the high-quality development of China-Africa cooperation. In just over six months, thanks to our joint efforts, solid progress has already been made in implementing the outcomes of the Summit. Facts have proved that China-Africa cooperation has great potential and a promising future.
再過(guò)半個(gè)月，中非合作論壇成果落實(shí)協(xié)調(diào)人部長(zhǎng)級(jí)會(huì)議將在湖南長(zhǎng)沙召開。我們要以這次會(huì)議為契機(jī)，為落實(shí)好雙方領(lǐng)導(dǎo)人共識(shí)再充一次電，再加一把力，樹立高質(zhì)量共建“一帶一路”的標(biāo)桿，打造落實(shí)全球發(fā)展倡議的樣板，不斷提升非洲人民的獲得感、幸福感、安全感，加快推進(jìn)中非共同的現(xiàn)代化。
In half a month, the Coordinators’ Meeting on the Implementation of the Follow-up Actions of the FOCAC Ministerial Conference will be held in Changsha, Hunan. We should take this meeting as an opportunity to add more momentum and strength to the implementation of the common understandings reached by the leaders of both sides, set a benchmark for high-quality Belt and Road cooperation, build a model for delivering on the Global Development Initiative, continuously enhance the sense of gain, happiness, and security of the African people, and accelerate the advancement of modernization shared by China and Africa.
第三，我們要辨清百年變局方向，不斷壯大全球南方的力量
Third, we need to discern the direction of the profound changes unseen in a century and continuously strengthen the power of the Global South.
今年是世界反法西斯戰(zhàn)爭(zhēng)勝利和聯(lián)合國(guó)成立80周年。然而世界并不太平，冷戰(zhàn)思維、霸道霸凌逆流涌動(dòng)，多重風(fēng)險(xiǎn)挑戰(zhàn)相互疊加，和平、發(fā)展、安全、治理四大赤字日益擴(kuò)大。近期，美國(guó)無(wú)視國(guó)際法和國(guó)際貿(mào)易規(guī)則，先是對(duì)包括非洲在內(nèi)眾多國(guó)家突然“斷援”，又無(wú)差別向全世界濫施關(guān)稅。這種單邊霸凌行徑無(wú)視國(guó)際關(guān)系基本準(zhǔn)則，將使世界倒退回弱肉強(qiáng)食的叢林。
This year marks the 80th anniversary of the victory of the World Anti-Fascist War and the founding of the United Nations. However, the world is not yet a tranquil place, the countercurrents of Cold War mentality, hegemonism, and bullying practices are surging, with multiple risks and challenges overlapping, and the deficits in peace, development, security, and governance are increasingly widening. Recently, the United States, disregarding international law and international trade rules, first abruptly cut aid to many countries, including those in Africa, and then indiscriminately imposed tariffs worldwide. Such unilateral bullying moves, which ignore the fundamental principles of international relations, would plunge the world back into the law of the jungle.
歷史已經(jīng)無(wú)數(shù)次告訴我們，面對(duì)不公和強(qiáng)權(quán)，妥協(xié)退讓沒(méi)有出路，只有據(jù)理力爭(zhēng)、堅(jiān)決斗爭(zhēng)，才能維護(hù)自身正當(dāng)權(quán)益。中國(guó)和非洲作為世界上最大的發(fā)展中國(guó)家和發(fā)展中國(guó)家最集中的大陸，都是全球南方的重要一員，國(guó)際形勢(shì)越是變亂交織，我們?cè)揭獔?jiān)定站在一起，加強(qiáng)團(tuán)結(jié)合作，共同反對(duì)強(qiáng)權(quán)政治，共同倡導(dǎo)多邊主義，共同維護(hù)以聯(lián)合國(guó)為核心的國(guó)際體系，共同促進(jìn)貿(mào)易和投資自由化便利化。中國(guó)將一如既往在國(guó)際和地區(qū)事務(wù)中堅(jiān)定支持非洲國(guó)家的正義立場(chǎng)，切實(shí)糾正非洲遭受的歷史不公，堅(jiān)定支持非洲在國(guó)際舞臺(tái)上發(fā)揮更大作用。
History has shown time and again that in the face of injustice and power politics, compromise and concessions lead nowhere. Only by standing firm on our just position and fighting back resolutely can we safeguard our legitimate rights and interests. As the largest developing country and the continent with the highest concentration of developing countries in the world, China and Africa are both key members of the Global South. The more turbulent the international situation becomes, the more imperative it is for us to stand firmly together, strengthen solidarity and cooperation, jointly oppose power politics, uphold multilateralism, safeguard the UN-centered international system, and promote liberalization and facilitation of trade and investment. China will, as always, firmly support the just positions of African countries in international and regional affairs, take concrete steps to redress historical injustices suffered by Africa, and steadfastly support Africa in playing a greater role on the international stage.
