8月2日,美國國會眾議長佩洛西不顧中方強烈反對和嚴正交涉,竄訪中國臺灣地區(qū),嚴重違反一個中國原則和中美三個聯(lián)合公報規(guī)定,嚴重沖擊中美關系政治基礎,嚴重侵犯中國主權和領土完整,嚴重破壞臺海和平穩(wěn)定,向“臺獨”分裂勢力發(fā)出嚴重錯誤信號。中方對此堅決反對,嚴厲譴責,已向美方提出嚴正交涉和強烈抗議。
On 2 August, in disregard of China's strong opposition and serious representations, Speaker of the US House of Representatives Nancy Pelosi visited China's Taiwan region. This is a serious violation of the one-China principle and the provisions of the three China-US joint communiqués. It has a severe impact on the political foundation of China-US relations, and seriously infringes upon China's sovereignty and territorial integrity. It gravely undermines peace and stability across the Taiwan Straits, and sends a seriously wrong signal to the separatist forces for "Taiwan independence". China firmly opposes and sternly condemns this, and has made serious démarche and strong protest to the United States.
世界上只有一個中國,臺灣是中國領土不可分割的一部分,中華人民共和國政府是代表全中國的唯一合法政府。1971年聯(lián)大第2758號決議對此予以明確。1949年中華人民共和國成立以來,181個國家在一個中國原則基礎上同中國建立外交關系。一個中國原則是國際社會的普遍共識和國際關系基本準則。
There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China. This has been clearly recognized by United Nations General Assembly Resolution 2758 of 1971. Since the founding of the People's Republic of China in 1949, 181 countries have established diplomatic relations with China on the basis of the one-China principle. The one-China principle is a universal consensus of the international community and a basic norm in international relations.
1979年,美方在中美建交公報中明確承諾,“美利堅合眾國承認中華人民共和國政府是中國的唯一合法政府。在此范圍內,美國人民將同臺灣人民保持文化、商務和其他非官方關系?!泵绹鴩鴷鳛槊绹慕M成部分,理應嚴格遵守美國政府的一個中國政策,不與中國臺灣地區(qū)進行任何官方往來。中方歷來反對美國國會議員竄訪中國臺灣地區(qū),美國行政部門有責任予以阻止。佩洛西眾議長是現(xiàn)任美國國會領導人,她以任何形式任何理由赴臺活動,都是升級美臺官方交往的重大政治挑釁,中方絕不接受,中國人民絕不答應。
In 1979, the United States made a clear commitment in the China-US Joint Communiqué on the Establishment of Diplomatic Relations -- "The United States of America recognizes the Government of the People's Republic of China as the sole legal Government of China. Within this context, the people of the United States will maintain cultural, commercial, and other unofficial relations with the people of Taiwan." Congress, as a part of the US Government, is inherently obliged to strictly observe the one-China policy of the US Government and refrain from having any official exchanges with China's Taiwan region. China is all along opposed to the visit to Taiwan by US congressional members, and the US executive branch has the responsibility to stop such visit. Since Speaker Pelosi is the incumbent leader of the US Congress, her visit to and activities in Taiwan, in whatever form and for whatever reason, is a major political provocation to upgrade US official exchanges with Taiwan. China absolutely does not accept this, and the Chinese people absolutely reject this.
臺灣問題是中美關系中最重要、最核心、最敏感的問題。當前,臺海局勢面臨新一輪緊張和嚴峻挑戰(zhàn),根本原因是臺灣當局和美方不斷改變現(xiàn)狀。臺灣當局一再“倚美謀獨”,拒不承認“九二共識”,大搞“去中國化”,推行“漸進式臺獨”。而美方企圖搞“以臺制華”,不斷歪曲虛化掏空一個中國原則,加強美臺官方往來,為“臺獨”分裂活動撐腰打氣。這是十分危險的玩火行動,玩火者必自焚。
The Taiwan question is the most important and most sensitive issue at the very heart of China-US relations. The Taiwan Straits is facing a new round of tensions and severe challenges, and the fundamental cause is the repeated moves by the Taiwan authorities and the United States to change the status quo. The Taiwan authorities have kept seeking US support for their independence agenda. They refuse to recognize the 1992 Consensus, go all out to push forward "de-sinicization", and promote "incremental independence". The United States, for its part, has been attempting to use Taiwan to contain China. It constantly distorts, obscures and hollows out the one-China principle, steps up its official exchanges with Taiwan, and emboldens "Taiwan independence" separatist activities. These moves, like playing with fire, are extremely dangerous. Those who play with fire will perish by it.
中國政府和中國人民在臺灣問題上的立場一以貫之。堅決維護國家主權和領土完整是14億多中國人民的堅定意志,實現(xiàn)祖國完全統(tǒng)一是全體中華兒女的共同心愿和神圣職責。民意不可違,大勢不可逆。任何國家、任何勢力、任何人都不要錯估中國政府和人民捍衛(wèi)國家主權和領土完整、實現(xiàn)國家統(tǒng)一和民族復興的堅強決心、堅定意志、強大能力。針對美國會眾議長竄訪中國臺灣地區(qū),中方必將采取一切必要措施,堅決捍衛(wèi)國家主權和領土完整,由此產(chǎn)生的一切后果必須由美方和“臺獨”分裂勢力負責。
The position of the Chinese Government and people on the Taiwan question has been consistent. It is the firm commitment of the more than 1.4 billion Chinese people to resolutely safeguard state sovereignty and territorial integrity. It is the common aspiration and sacred responsibility of all Chinese sons and daughters to realize the complete reunification of the motherland. The will of the people is not to be defied, and the trend of the times cannot be reversed. No country, no forces and no individual should ever misestimate the firm resolve, strong will and great capability of the Chinese Government and people to defend state sovereignty and territorial integrity and to achieve national reunification and rejuvenation. China will definitely take all necessary measures to resolutely safeguard its sovereignty and territorial integrity in response to the US Speaker's visit. All the consequences arising therefrom must be borne by the US side and the "Taiwan independence" separatist forces.
中美作為兩個大國,正確的相處之道只能是相互尊重、和平共處、避免對抗、合作共贏。臺灣問題純屬中國內政,其他任何國家都無權做臺灣問題的裁判官。中方嚴正敦促美方,停止打“臺灣牌”搞“以臺制華”,停止插手臺灣事務干涉中國內政,停止以各種形式支持縱容“臺獨”分裂勢力,停止在臺灣問題上說一套、做一套,停止歪曲虛化掏空一個中國原則,以實際行動恪守一個中國原則和中美三個聯(lián)合公報規(guī)定,切實將美國領導人作出的“四不一無意”承諾落到實處,不要在錯誤和危險的道路上越走越遠。
China and the United States are two major countries. The right way for them to deal with each other lies only in mutual respect, peaceful coexistence, no-confrontation and win-win cooperation. The Taiwan question is purely an internal affair of China, and no other country is entitled to act as a judge on the Taiwan question. China strongly urges the United States to stop playing the "Taiwan card" and using Taiwan to contain China. It should stop meddling on Taiwan and interfering in China's internal affairs. It should stop supporting and conniving at "Taiwan independence" separatist forces in any form. It should stop its acts of saying one thing but doing the opposite on the Taiwan question. It should stop distorting, obscuring and hollowing out the one-China principle. It must take credible actions to observe strictly the one-China principle and the provisions of the three China-US joint communiqués, deliver on the "five noes" commitment made by the US leadership (i.e. not seek a "new Cold War"; not seek to change China's system; the revitalization of its alliances is not against China; not support "Taiwan independence"; not look for conflict with China), and not go further down the wrong and dangerous path.
