各位朋友，

Friends,
值此聯(lián)合國(guó)亞太經(jīng)社會(huì)成立75周年之際，很高興出席今天的會(huì)議，同大家一起回顧亞太經(jīng)社會(huì)走過的不平凡道路，共同展望亞太地區(qū)未來前景。
On the occasion of the 75th anniversary of the Commission, I am delighted to join you today?in reviewing?the extraordinary journey of ESCAP and envisioning the future of the Asia-Pacific region.
75年前，面對(duì)戰(zhàn)爭(zhēng)硝煙和貧困饑餓，在亞太人民對(duì)美好生活的殷切期盼中，亞太經(jīng)社會(huì)在中國(guó)上海應(yīng)運(yùn)而生。
Seventy-five?years ago, ESCAP was born in Shanghai, China in response to the eager aspirations?of the Asia-Pacific?people for a better life amid war, poverty and hunger.
75載春華秋實(shí)。亞太地區(qū)總體保持和平穩(wěn)定，區(qū)域合作蓬勃發(fā)展，經(jīng)濟(jì)實(shí)力快速躍升，創(chuàng)造了舉世矚目的“亞太奇跡”，書寫了波瀾壯闊的歷史畫卷。這些成就來之不易，亞太各國(guó)應(yīng)當(dāng)倍加珍惜，攜手守護(hù)。
The 75 years since have been fruitful. The Asia-Pacific has been?peaceful?and stable on the whole.?With dynamic regional cooperation and fast growing economic strength, the region has created?the “Asia-Pacific?miracle”?admired across the world, leaving a spectacular chapter?in its history. None of these has come easily, and should therefore be cherished and guarded?by all Asia-Pacific countries.
75年后的今天，百年變局同世紀(jì)疫情疊加共振，冷戰(zhàn)思維沉渣泛起，單邊主義大行其道，國(guó)際秩序受到嚴(yán)重沖擊，亞太再次站在歷史的十字路口。
Seventy-five?years?later today, the world is faced with profound?changes and a pandemic both unseen in a century.?The dregs of the?Cold War mentality are resurfacing, and unilateralism?is running rampant, gravely upsetting?the international order. Once again, the Asia-Pacific region stands at another?historical crossroads.
中方認(rèn)為，面對(duì)新的形勢(shì)，亞太在世界格局中的地位更加重要，作用更加突出。亞太的和平繁榮不僅關(guān)乎本地區(qū)命運(yùn)，更關(guān)乎世界未來。亞太概念不應(yīng)被稀釋，亞太合作不應(yīng)受干擾。我們要以史為鑒，銳意進(jìn)取，攜手構(gòu)建亞太命運(yùn)共同體，再創(chuàng)亞太合作新輝煌。
China?believes that?under the new circumstances, the Asia-Pacific has assumed a more important place in the world and has a greater role to play.?Its peace and prosperity concerns not only its own?future,?but also that of the?world. The concept of Asia-Pacific should not be diluted, and?Asia-Pacific cooperation should?not be disrupted. We must learn from history and?forge ahead to?build together an Asia-Pacific?community with a shared future?and take?Asia-Pacific cooperation?to new heights.
一是要毫不動(dòng)搖維護(hù)和平穩(wěn)定。要堅(jiān)持維護(hù)聯(lián)合國(guó)憲章的宗旨和原則，摒棄冷戰(zhàn)思維，抵制單邊主義，旗幟鮮明地拒絕任何將軍事集團(tuán)和陣營(yíng)對(duì)抗引入亞太的圖謀。要堅(jiān)持共同、綜合、合作、可持續(xù)安全觀，重視各國(guó)合理安全關(guān)切，不能把本國(guó)安全建立在他國(guó)不安全基礎(chǔ)之上。要堅(jiān)持通過對(duì)話協(xié)商以和平方式解決爭(zhēng)端，支持一切有利于和平解決危機(jī)的努力，反對(duì)一切在地區(qū)渲染緊張、挑動(dòng)對(duì)立的言行。
First, we need to unswervingly maintain peace and stability. We need to uphold the purposes and principles of the UN Charter, abandon the Cold War mentality, oppose unilateralism and reject any attempt to bring military groups and bloc confrontation to the Asia-Pacific. It is important that we pursue the vision of?common, comprehensive, cooperative and sustainable security, and pay attention to the legitimate security concerns of all countries. No one should base its?security on the insecurity?of other countries. Disputes should be resolved peacefully through dialogue and consultation.?We need to support all efforts conducive to the peaceful settlement of crises,?and oppose all words and actions that inflate?tensions and stoke confrontation in the region.
二是要齊心協(xié)力促進(jìn)經(jīng)濟(jì)發(fā)展。要攜手應(yīng)對(duì)疫情沖擊，加快區(qū)域融合發(fā)展，推動(dòng)建立亞太自貿(mào)區(qū)，建設(shè)平等協(xié)商、共同參與、普遍受益的開放型亞太經(jīng)濟(jì)。要維護(hù)以世界貿(mào)易組織為核心的多邊貿(mào)易體制，維護(hù)全球產(chǎn)業(yè)鏈供應(yīng)鏈穩(wěn)定暢通，建設(shè)開放型世界經(jīng)濟(jì)，為世界經(jīng)濟(jì)復(fù)蘇增長(zhǎng)帶來更多“亞太機(jī)遇”。
Second, we need to jointly promote economic development. While tackling the impact of the pandemic together, we need to speed up integrated development?of the region, promote the establishment of an Asia-Pacific FTA, and build?an open Asia-Pacific economy featuring?equal consultation, joint participation and shared benefits. We should?uphold the WTO-centered multilateral trading regime, keep?global industrial and supply chains?stable and unimpeded, and strive for?an open world economy, so as to?offer more “Asia-Pacific opportunities”?for global economic recovery and growth.
三是要優(yōu)勢(shì)互補(bǔ)實(shí)現(xiàn)合作共贏。亞太各國(guó)多樣性突出，資源稟賦各異，合作潛力巨大。要加強(qiáng)發(fā)展政策對(duì)接，發(fā)揮各自優(yōu)勢(shì)，在減貧、糧食安全、抗疫、綠色發(fā)展、數(shù)字經(jīng)濟(jì)等領(lǐng)域深化務(wù)實(shí)合作，形成倍增合力，為落實(shí)2030年可持續(xù)發(fā)展議程做出亞太貢獻(xiàn)。
Third, we need to combine our respective strengths for win-win cooperation. The?great diversity and rich resources?mean vast potential for cooperation among Asia-Pacific countries.?We?need to further coordinate our development policies, use our respective strengths and deepen practical cooperation in the?areas of?poverty reduction, food security, COVID control, green development and digital economy. Forging greater synergy, we?will?make Asia-Pacific contribution to?the implementation of the 2030 Agenda for Sustainable Development.

亞太是中國(guó)安身立命之所。中國(guó)將繼續(xù)立足亞太、造福亞太，以實(shí)際行動(dòng)為亞太長(zhǎng)治久安和可持續(xù)發(fā)展做出更大貢獻(xiàn)。
The Asia-Pacific?is home to China. We will continue to keep in mind and strive for the interest of the Asia-Pacific, and take real actions?to contribute more to the?long-term?peace and security and sustainable development in the region.
中國(guó)將堅(jiān)定捍衛(wèi)亞太和平。不久前，習(xí)近平主席站在全人類安危福祉的高度，鄭重提出全球安全倡議，為破解國(guó)際安全困境提供了中國(guó)智慧。我們?cè)竿瑏喬鲊?guó)加強(qiáng)對(duì)話合作，落實(shí)好這一重要倡議。中國(guó)將繼續(xù)踐行中國(guó)特色熱點(diǎn)問題解決之道，積極推進(jìn)阿富汗、伊朗核、朝鮮半島等問題的政治解決。中方愿同東盟國(guó)家加快磋商，早日達(dá)成“南海行為準(zhǔn)則”，為南海管控分歧、推進(jìn)合作、共同治理提供堅(jiān)實(shí)規(guī)則保障。
China will firmly safeguard peace in the Asia-Pacific. With humanity’s security and well-being in his mind, President Xi Jinping has recently proposed the Global Security Initiative?(GSI), contributing China’s wisdom to the settlement of international?security issues. We will step up dialogue and cooperation with other Asia-Pacific countries to make this important initiative deliver. China will keep to the Chinese way of resolving hotspot issues, and actively promote political settlement of Afghanistan, the Iranian nuclear issue, the Korean Peninsula and other issues. China is ready to speed up consultations with ASEAN countries for an early conclusion of a Code of Conduct in the South China Sea?(COC), which will provide solid safeguards?for?managing?differences, advancing?cooperation and promoting?joint governance?in the South China Sea.
中國(guó)將堅(jiān)定促進(jìn)亞太發(fā)展。我們正在擴(kuò)大高水平對(duì)外開放，推動(dòng)高質(zhì)量共建“一帶一路”，促進(jìn)亞太互聯(lián)互通，維護(hù)區(qū)域產(chǎn)業(yè)鏈供應(yīng)鏈安全穩(wěn)定。我們還愿同各國(guó)一道實(shí)施好《區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定》，積極推進(jìn)加入《全面與進(jìn)步跨太平洋伙伴關(guān)系協(xié)定》和《數(shù)字經(jīng)濟(jì)伙伴關(guān)系協(xié)定》。
China will firmly promote development in the Asia-Pacific. While expanding high-level opening-up, China is striving to advance high-quality Belt and Road cooperation, facilitate connectivity in the Asia-Pacific, and ensure safe and stable functioning of industrial and supply chains in the region. We will work with other countries to fully implement the Regional Comprehensive Economic Partnership (RCEP),?and actively promote the process of joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and the Digital Economy Partnership Agreement (DEPA).
中國(guó)將堅(jiān)定參與亞太合作。習(xí)近平主席提出的全球發(fā)展倡議順應(yīng)歷史潮流，契合各國(guó)需要，為亞太落實(shí)2030年可持續(xù)發(fā)展議程注入了新動(dòng)力。中方將適時(shí)舉辦全球發(fā)展高層會(huì)議，加大資金支持力度，推動(dòng)建立各方參與的項(xiàng)目庫。
China will remain firm in participating?in Asia-Pacific cooperation. The Global Development Initiative (GDI),?proposed by President Xi Jinping, accords with?the historical trend and meets the needs of various countries. It?will bring?new impetus to the implementation of the 2030 Agenda for Sustainable Development in the Asia-Pacific. China will hold a high-level meeting on global development at a proper time, scale up support in financing,?and establish a pool of GDI projects participated by all parties.
中國(guó)將堅(jiān)定支持聯(lián)合國(guó)亞太經(jīng)社會(huì)的工作。我們?cè)讣訌?qiáng)與聯(lián)合國(guó)系統(tǒng)及亞太經(jīng)社會(huì)秘書處的溝通協(xié)調(diào)，會(huì)同亞太經(jīng)社會(huì)成員落實(shí)好《亞太貿(mào)易協(xié)定》、泛亞鐵路網(wǎng)等重大項(xiàng)目建設(shè)，繼續(xù)向中國(guó)—亞太經(jīng)社會(huì)合作基金捐款，支持亞太經(jīng)社會(huì)為促進(jìn)區(qū)域發(fā)展發(fā)揮更大作用。
China will firmly support the work of ESCAP. We will communicate?and coordinate more closely with the UN system and the ESCAP Secretariat. We will work with other ESCAP members to ensure effective implementation of the Asia-Pacific Trade Agreement, the Trans-Asian Railway and other key?projects, and further contribute to the China-ESCAP Cooperation Program?for?ESCAP to?play a?bigger role in advancing regional development.
